For individual health insurance, Oregon moves to a new state platform, Explore Health (ExploreHealthOR.gov), replacing HealthCare.gov for 2027 coverage. Open Enrollment runs Nov 1, 2026 – Jan 15, 2027; enroll by Dec 31 for a Jan 1 start. PacificSource and Providence leave the individual market, so four insurers remain.

Health insurance Oregon at a glance for 2027
Oregon now runs its own Marketplace platform, Explore Health, through the Oregon Health Authority. Low-income adults and children are covered by the Oregon Health Plan (OHP), Oregon’s Medicaid program. The table below collects the official names and dates for the 2027 plan year.
| Item | Oregon, 2027 plan year |
|---|---|
| Exchange | State-based: Explore Health (ExploreHealthOR.gov), Oregon Health Insurance Marketplace |
| Open Enrollment | Nov 1, 2026 – Jan 15, 2027 (by Dec 31 for Jan 1 coverage) |
| Medicaid expansion | Yes, since 2014 (KFF tracker) |
| Medicaid program | Oregon Health Plan (OHP), run by the Oregon Health Authority |
| Children’s coverage (CHIP) | Part of the Oregon Health Plan |
| State programs | OHP Bridge (Basic Health Program), Healthier Oregon, Oregon Reinsurance Program |
| 2027 insurers | BridgeSpan, Kaiser Permanente, Moda Health, Regence; two to four per county |
| Insurance regulator | Division of Financial Regulation, consumer advocates 1-888-877-4894 |
| Uninsured rate | 5.2% in 2024 (U.S. Census Bureau, ACS) |
The uninsured rate comes from the Census Bureau brief Health Insurance Coverage by State: 2023 and 2024. Oregon’s rate is well below the national rate of 8.2% for the same year.
Explore Health: Oregon’s new Marketplace
Starting with Open Enrollment in November 2026, Oregonians shop for individual plans on Explore Health instead of HealthCare.gov. A 2023 state law, Senate Bill 972, directed the Oregon Health Authority to move off the federal platform in time for the 2027 plan year. The state says it wanted more flexibility and direct access to Oregon enrollment data.
For you, the main change is where you log in. Explore Health is the only place to get premium tax credits and cost-sharing reductions on an Oregon individual plan. It also passes your information to OHP if you look eligible for the Oregon Health Plan. You can reach Explore Health at 855-268-3767.
If you had a HealthCare.gov plan in 2026, the state says you will get information about renewing for 2027 before Open Enrollment. Don’t wait for a renewal to land on its own. Check your details, update your income and compare plans. Our health insurance Marketplace guide explains how exchanges work in general.
Before you start on Explore Health, have these ready:
- Names, birth dates and Social Security numbers (if you have them) for everyone applying.
- An estimate of your household’s 2027 income, including net self-employment income.
- Information about any job-based coverage offered to anyone in your household.
- Current immigration documents for lawfully present immigrants.
- A list of your doctors and the prescriptions you take.
2027 Open Enrollment dates in Oregon
Oregon’s Open Enrollment for 2027 coverage runs from November 1, 2026 through January 15, 2027. Explore Health says coverage starts on January 1, 2027 if you enroll by December 31, 2026. That is two weeks later than the December 15 cutoff in HealthCare.gov states.
| If you enroll… | Your coverage starts |
|---|---|
| Nov 1 – Dec 31, 2026 | January 1, 2027 |
| Jan 1 – Jan 15, 2027 | A later start date; confirm on Explore Health |
| After Jan 15, 2027 | Only with a qualifying life event, or OHP (open all year) |
The official dates are on the Explore Health enrollment dates page. Losing job coverage, moving, marriage or a new baby can open a Special Enrollment Period outside Open Enrollment. National rules are in our Open Enrollment 2027 guide.
Insurers, exits and rates for 2027
Four insurers sell individual plans in Oregon for 2027: BridgeSpan, Kaiser Permanente, Moda Health and Regence BlueCross BlueShield of Oregon. BridgeSpan and Regence sell statewide. Kaiser covers 11 counties, and Moda is not offering plans in Crook, Deschutes, Klamath, Lake, Marion, Polk, Umatilla or Union counties.
PacificSource and Providence will not offer any individual coverage in 2027. Explore Health says it matched affected members with a plan from another insurer, and that plan may be used for automatic re-enrollment if you do nothing. A matched plan is a safety net, not a recommendation, so compare your options. Details are on the Explore Health re-enrollment page.
Rates are rising again. The Division of Financial Regulation approved individual-market increases averaging 21.6% for 2027, per its August 2026 announcement. Its county chart shows every county has at least two insurers. Oregon insurers are also not offering Catastrophic plans for 2027.
Why the jump? DFR pointed to falling individual-market enrollment and larger-than-expected insurer losses. When healthier people drop coverage after a price increase, the remaining pool costs more to insure, and insurers price that in. The reinsurance program softens the increase but cannot cancel it out, and the two insurer exits leave fewer plans competing in many counties. For you, the practical answer is the same: compare every plan rather than accept a renewal.
Honesty.AI compares every 2027 Oregon plan against your doctors and applies your tax credit, so your matched plan isn’t your only option.
Oregon Health Plan, OHP Bridge and Healthier Oregon
Oregon expanded Medicaid, so most adults with income up to about 138% of the poverty level qualify for the Oregon Health Plan. OHP also covers children. You can apply any time at Benefits.Oregon.gov or by calling 800-699-9075.
OHP Bridge is Oregon’s Basic Health Program for adults just above the OHP limit. The Oregon Health Authority says adults with income between 133% and 200% of the poverty level can qualify. OHA’s eligibility rules limit it to ages 19 to 64 without other affordable coverage. For many people in that range, OHP Bridge costs far less than a Marketplace plan.
Healthier Oregon lets people of any age who meet income and other rules get full OHP benefits regardless of immigration status, per OHA. Federal changes are coming: some adults ages 19 to 64 will face work or activity rules starting in 2027, and Healthier Oregon members move to OHP Open Card in January 2027 with the same benefits.
Tax credits and Oregon’s reinsurance program
Federal premium tax credits cover households from 100% to 400% of the poverty level. The enhanced credits expired on December 31, 2025, so there is no federal help above 400% for 2027. Below that line, the IRS caps your share of the benchmark Silver plan at 2.15% to 10.22% of income. The IRS explains the rules.
Oregon’s main state tool is the Oregon Reinsurance Program. It helps insurers pay for very high-cost claims, which lowers premiums for everyone in the individual market. DFR says the program lowered 2027 rates by an average of 10.7%. That matters most for people above 400% FPL, who pay the full premium.
From January 1, 2027, federal tax credits are limited to lawful permanent residents, Cuban and Haitian entrants and COFA migrants. Starting with the 2026 tax year, there is also no cap on paying back excess credit. Our 2027 subsidy guide explains both changes.
Choosing a plan in a smaller health insurance Oregon market
With four insurers instead of six, the health insurance Oregon market gives you fewer choices, so each decision matters more. Start with your doctors, not the premium.
- Network. Kaiser plans mostly use Kaiser’s own clinics. BridgeSpan, Moda and Regence use broader networks that differ by region.
- Metal level. At or below 250% FPL, Silver plans include cost-sharing reductions that lower deductibles and copays.
- Prescriptions. Check each drug on the plan’s formulary before enrolling.
- Total yearly cost. The 2027 federal out-of-pocket maximum is $12,000 for an individual and $24,000 for a family.
Our guide on how to choose a health plan walks through the trade-offs.
Who buys individual health insurance in Oregon
The individual market is for people without affordable job-based coverage, Medicare or OHP. In Oregon that often means self-employed workers, small-business owners, early retirees, seasonal workers in farming, forestry and tourism, and people between jobs.
Each group has a common trap. Self-employed people overestimate or underestimate income; base your estimate on net profit after expenses. Early retirees forget that IRA and 401(k) withdrawals count as income. Seasonal workers may move between OHP and a Marketplace plan as earnings change during the year. Report income and household changes to Explore Health promptly so your tax credit stays accurate.
Leaving a job? Compare COBRA with an Explore Health plan before deciding. Losing job-based coverage opens a Special Enrollment Period, generally for 60 days, and a subsidized plan may cost less than COBRA if your income drops.
Portland, Bend and the rest of Oregon
For health insurance, Oregon counties differ a lot. The Portland metro has all four insurers, while several central and eastern counties have only two. Our local guides go deeper:
- Health insurance in Portland: four insurers in Multnomah County, OHSU, Legacy, Kaiser and Providence hospitals, and county health centers.
- Health insurance in Bend: two insurers in Deschutes County, St. Charles, Mosaic Community Health and the PacificSource exit.

Free health insurance Oregon help and consumer protection
You can get free, unbiased help from certified assisters. Explore Health has a Local Help Finder for community partners and insurance agents. Certified OHP assisters can also help with OHP applications.
If you have a problem with an insurer, DFR’s consumer advocates help for free at 1-888-877-4894. Oregon law (HB 3076, 2019) also requires nonprofit hospitals to offer financial assistance to more patients, including those with income up to 400% of the poverty level. Ask the hospital’s billing office before you pay a large bill.
