Health Insurance Arkansas Guide: 2027 Marketplace Plans, ARHOME & Help

For 2027 health insurance, Arkansas residents enroll on HealthCare.gov; Arkansas oversees its Marketplace but uses the federal platform. Open Enrollment runs November 1, 2026 – January 15, 2027 (by December 15 for January 1 coverage). Arkansas expanded Medicaid through ARHOME, which uses Medicaid funds to buy private Marketplace plans.

Health insurance Arkansas: 2027 at a glance

Arkansas is one of a handful of states that run a state-based Marketplace on the federal platform. The Arkansas Insurance Department (AID) oversees Marketplace plans and rates, while residents apply and enroll on HealthCare.gov. Here are the key 2027 facts in one place.

The uninsured figures come from the Census Bureau’s state coverage report for 2023 and 2024. Among Arkansans ages 19 to 64, 12.9% were uninsured, the group most likely to need its own plan.

How the health insurance Arkansas Marketplace works

Arkansans buy subsidized individual coverage on HealthCare.gov, directly or through a licensed agent or approved partner. Arkansas runs its own Marketplace oversight and outreach, but it uses the federal enrollment platform, and we found no official plan to move off HealthCare.gov for 2027 coverage. Every Marketplace plan is ACA-compliant, covers the essential health benefits and cannot deny you for a pre-existing condition.

The Marketplace is the only place to use a premium tax credit. Plans bought directly from an insurer “off exchange” carry no subsidy. Our Health Insurance Marketplace guide explains the moving parts if you are new to it.

Who should shop? Arkansans who are self-employed, farm, work seasonal or gig jobs, retired before 65, are between jobs, or have a job-based plan costing more than 10.22% of household income (the 2027 affordability line). Turning 26, moving to Arkansas, or losing other coverage usually opens a Special Enrollment Period too.

2027 Open Enrollment dates in Arkansas

Open Enrollment for 2027 health insurance in Arkansas runs November 1, 2026 through January 15, 2027 on HealthCare.gov. Enroll by December 15, 2026 and coverage begins January 1, 2027. Enroll December 16 through January 15 and it begins February 1.

A 2025 federal rule would have ended this season on December 15, but a federal court vacated that change in June 2026 and CMS confirmed the January 15 end date for this season. Check HealthCare.gov’s official dates and deadlines, and see our Open Enrollment 2027 guide for a prep checklist.

After the window closes, a qualifying life event (losing coverage, moving, marriage, a birth, or losing ARHOME) usually gives you 60 days to enroll through a Special Enrollment Period. Medicaid and ARKids First accept applications all year.

ARHOME: Arkansas’s Medicaid expansion

Arkansas expanded Medicaid in its own way. Through ARHOME (Arkansas Health and Opportunity for Me), the state uses Medicaid funds to buy private qualified health plans from Marketplace insurers for most adults in the expansion group. KFF counts Arkansas among the 41 expansion states (including DC). Adults 19 to 64 with income up to about 138% of the poverty level (roughly $22,025 for one person under the 2026 guidelines) can qualify.

Two big changes arrive with 2027. First, the work and community engagement requirement: according to the Arkansas Department of Human Services, adults 19 to 64 in ARHOME must do at least 80 hours a month of work, volunteering or school unless exempt. A soft launch with no penalties began July 1, 2026, and full rules take effect January 1, 2027, with 30 days to show compliance before benefits are suspended.

Second, Centene plans to stop participating in ARHOME in 2027; about 70,000 members were in Centene plans, with coverage continuing through the end of 2026, per Healthcare Finance News. If you are one of them, watch your mail and Access.Arkansas.gov account for instructions.

Keep your contact details current. Exemptions include pregnant and postpartum women, disabled veterans, caregivers and people with special medical needs. Report activities by phone, online or at a DHS county office. If ARHOME ends for you, that opens a Special Enrollment Period for a Marketplace plan.

ARKids First for Arkansas children

Children in Arkansas are covered through ARKids First, which has two parts based on family income. ARKids A is full Medicaid with no cost to the family. ARKids B is Arkansas’s CHIP program for somewhat higher incomes, with copays for some services.

Both use the same application at Access.Arkansas.gov, and you don’t pick a tier; the state places your child based on income. The DHS ARKids page lists current income limits, and the ARKids hotline is 1-888-474-8275. Parents may qualify for ARHOME or a subsidized Marketplace plan even when kids are on ARKids.

Insurers and rates for 2027 health insurance in Arkansas

Arkansas’s individual market is smaller for 2027. Preliminary filings came from Arkansas Blue Cross and Blue Shield affiliates (HMO Partners and USAble HMO) and Centene’s QCA Health Plan. Two other Centene companies, Celtic Insurance Company and QualChoice Life and Health Insurance Company, did not file 2027 rates, according to a review of the filings by ACASignups.

Proposed 2027 increases ranged from 3.1% to 15.9%, much smaller than last year, when AID approved an average increase of 22.2% for 2026, the largest on record in the state. These are proposals until AID approves final rates. If your current plan is from a company that didn’t file, expect a notice and choose a new plan during Open Enrollment rather than waiting to be moved.

Networks matter as much as the insurer name. When you compare health insurance, Arkansas shoppers should check that their doctors and hospital, whether UAMS, Baptist Health, CHI St. Vincent, Washington Regional, Mercy or another system, are in a plan’s network before they enroll.

Subsidies for Arkansas health insurance after the enhanced credits ended

Premium tax credits continue for 2027 but are smaller. The enhanced credits from 2021 through 2025 expired December 31, 2025. For 2027, the credit ends at 400% of the poverty level, $63,840 for one person or $132,000 for a family of four, and the benchmark silver premium is capped at 2.15% to 10.22% of income below that line.

Cost-sharing reductions remain for households up to 250% FPL who choose a silver plan, lowering deductibles and copays. Our 2027 subsidies guide walks through the numbers, and KFF found insurers nationally proposed a median 15% increase for 2027, so shopping beats auto-renewing.

A simple rule for buying health insurance: Arkansas families who estimate 2027 income honestly, compare total yearly cost (premium plus likely deductible) and confirm networks rarely regret their choice. Those who guess low on income may repay part of the credit when they file 2027 taxes in 2028.

Little Rock, Fayetteville and the rest of Arkansas

Statewide rules don’t change from county to county, but networks and local resources do. We have written local guides for the two metros where Arkansans search most for coverage.

Rural Arkansans should pay extra attention to networks, since a plan built around one regional hospital system may have few in-network options an hour away. Check the distance to the nearest in-network emergency room and primary care office, not just whether a big-city hospital is listed.

Fort Smith, Jonesboro, Hot Springs, the Delta and other rural counties follow the same health insurance Arkansas rules: HealthCare.gov for subsidized plans, ARHOME and ARKids First for lower incomes, and a careful network check.
