For individual and family health insurance, Kentucky residents shop on kynect, the state’s own exchange at kynect.ky.gov. Open Enrollment for 2027 coverage runs November 1, 2026 – January 15, 2027. Kentucky expanded Medicaid, so adults earning up to 138% of the poverty level may qualify for Kentucky Medicaid instead of a Marketplace plan.

How health insurance in Kentucky works on kynect
Kentucky runs its own state-based exchange, called kynect. If you do not get coverage through a job, Medicare or Medicaid, kynect is where you compare Marketplace plans and apply for the premium tax credit. You can apply online at kynect.ky.gov, by phone at 1-855-459-6328, with a kynector, or through a licensed agent.
kynect is also the front door for Kentucky Medicaid and KCHIP. One application checks every program, so a household can end up with a mix: parents on a subsidized plan and children on KCHIP, for example. That single doorway is one of the most useful facts about health insurance, Kentucky families should know.
Every Marketplace plan covers essential health benefits, including doctor visits, hospital care, prescriptions, maternity and mental health care. No insurer can turn you down or charge you more for a pre-existing condition. If money is the main worry, start with our guide to affordable health insurance in Kentucky, and see how the wider health insurance Marketplace works.

2027 Open Enrollment dates on kynect
Open Enrollment for Plan Year 2027 on kynect starts November 1, 2026 and lasts through January 15, 2027, according to the Kentucky Health Benefit Exchange. That is the window to buy a new plan or switch plans for 2027.
Treat December 15, 2026 as your real deadline if you want coverage on New Year’s Day. kynect shows your exact start date when you finish enrolling, so check it before you close the application. A federal rule that would have shortened enrollment was blocked in court in 2026, and the state confirmed the January 15 end date for this season.
Miss the window and you generally need a qualifying life event, such as losing job-based coverage, moving, marriage or a new baby, to open a Special Enrollment Period. Kentucky Medicaid and KCHIP have no enrollment window: you can apply any month. Our Open Enrollment 2027 guide covers the national rules.
How to choose health insurance, Kentucky edition
Picking health insurance, Kentucky style, comes down to four checks: your doctors, your prescriptions, your expected care and your budget. A plan with the lowest monthly premium can still cost more over the year if your specialist is out-of-network or your deductible is high.
- Network first. Kentucky plans are built around regional hospital systems. Search each plan’s directory for your doctors and the hospital you would actually use.
- Drug list second. Look up every prescription on each plan’s formulary, including the tier.
- Metal level third. Bronze plans have lower premiums and higher deductibles; Gold plans flip that. If your income is under 250% of the poverty level, compare Silver first because of cost-sharing reductions.
- Total yearly cost last. Add twelve months of premiums to the deductible you are likely to hit.
Rural shoppers should pay extra attention to networks. In much of eastern and western Kentucky, the nearest in-network hospital may be a county or two away, so a plan that looks fine on paper may not fit your real life. When comparing health insurance, Kentucky families can also ask a kynector or Honesty to check networks plan by plan. Our checklist on how to choose a health plan explains HMO, EPO and PPO differences.
Insurers that filed 2027 Kentucky plans
Three insurers filed 2027 individual-market rates with the Kentucky Department of Insurance: Anthem Health Plans of Kentucky, WellCare Health Plans of Kentucky (sold on kynect under the Ambetter from WellCare name) and Molina Healthcare of Kentucky. The filings were still pending review in October 2026, per the Department of Insurance rate filing list.
CareSource stopped selling kynect plans at the end of 2025, so it is not an option for 2027. For 2027 health insurance, Kentucky filers all requested double-digit increases, in line with the national trend: KFF found insurers proposed a median increase of about 15% for 2027. Final rates and service areas are confirmed when kynect opens window shopping.
Do not auto-renew blindly. Networks and counties change each year, and not every insurer sells in every county. Compare every 2027 option for your ZIP code and confirm your doctors are in-network before you choose.
Honesty.AI compares plans for your county, applies your tax credit and checks your doctors.
Kentucky Medicaid, KCHIP and the 2027 work rule
Kentucky is one of 41 jurisdictions that adopted the ACA Medicaid expansion, according to KFF’s expansion tracker. Adults ages 19 to 64 can qualify for Kentucky Medicaid with income up to 138% of the poverty level. The program is run by the Department for Medicaid Services, and you apply through kynect.
Because Kentucky expanded Medicaid, there is no “coverage gap” for most low-income adults here, unlike neighboring Tennessee. If your income is under 138% of the poverty level, kynect will usually route you to Medicaid rather than to a subsidized Marketplace plan.
KCHIP for children
KCHIP, the Kentucky Children’s Health Insurance Program, covers uninsured children under 19 in families with income up to 218% of the poverty level. Children can qualify even when their parents buy a Marketplace plan or have job coverage that is too costly for the family.
The community engagement requirement starting in 2027
Starting January 1, 2027, Kentucky expansion adults ages 19 to 64 must show about 80 hours a month of work, job training, volunteering, school, or a mix, unless they qualify for an exemption. Applicants report activity before approval, and current members show it at renewal. Details are on the Kentucky Health Benefit Exchange page on changes coming to Medicaid and Marketplace coverage. If you lose Medicaid, that loss can open a Special Enrollment Period for a kynect plan.
Premium tax credits and the 400% cliff
The premium tax credit lowers your monthly premium for a kynect plan. It caps what you pay for the benchmark Silver plan at a share of your household income, and you can apply it to any metal level. The enhanced credits expired at the end of 2025, so for 2027 the 400% of poverty “cliff” is back: above it, there is no credit.
| Household size | 138% FPL (Medicaid limit) | 400% FPL (credit cliff) |
|---|---|---|
| 1 | $22,025 | $63,840 |
| 2 | $29,863 | $86,560 |
| 3 | $37,702 | $109,280 |
| 4 | $45,540 | $132,000 |
For 2027, the IRS set the expected contribution between 2.15% and 10.22% of income, depending on where you fall. Only Silver plans carry cost-sharing reductions, available up to 250% of the poverty level, and the 2027 out-of-pocket maximum is $12,000 for one person and $24,000 for a family. See our full 2027 subsidies guide or the IRS premium tax credit basics.
For health insurance, Kentucky households that earn just over 400% of the poverty level should run the numbers carefully, since a small raise can now remove the entire credit. Your credit is based on your estimated 2027 income and reconciled on your 2027 tax return. Report raises, new jobs and household changes to kynect during the year to avoid a surprise at tax time.
Immigrant families: the 2027 change
Starting January 1, 2027, a 2025 federal law limits Marketplace tax credits to green card holders, Cuban and Haitian entrants, and migrants from Compact of Free Association nations, according to HealthCare.gov’s guide for lawfully present immigrants. The rule applies on kynect as well.
Other lawfully present immigrants, such as refugees, asylees or people with Temporary Protected Status, can still buy a kynect plan but may lose the credit for 2027. Louisville and other Kentucky cities are home to resettled refugee families, so check every household member’s status before December 15. Citizen children may still qualify for KCHIP or Medicaid on their own.
Free help: kynectors, agents and the Department of Insurance
kynectors are Kentucky’s trained, free enrollment assisters. You can find one, or a licensed agent, with the “Find a kynector or Agent” search inside kynect, or by calling 1-855-459-6328. Many community health centers, such as Family Health Centers in Louisville, have kynectors on staff.
If you have a problem with an insurer, such as a denied claim, the Kentucky Department of Insurance Consumer Protection Division takes written complaints and answers questions at 800-595-6053. It regulates insurers that sell kynect plans.
About 6.8% of Kentuckians had no health insurance in 2024, up from 5.4% in 2023 but still below the U.S. rate of 8.2%, according to the U.S. Census Bureau’s Health Insurance Coverage by State: 2023 and 2024 report. If you are one of them, kynect and a kynector are the fastest way back to coverage.
