Health insurance Tampa residents buy on their own comes from the federal Marketplace at HealthCare.gov, because Florida has no state exchange. Open Enrollment for 2027 coverage runs Nov 1, 2026 – Jan 15, 2027 (enroll by Dec 15 for Jan 1). If your income is too low for a subsidy, Hillsborough County runs its own Health Care Plan safety net.

How health insurance works in Tampa
Tampa sits in Hillsborough County, and it uses the same federally facilitated Marketplace as the rest of Florida, at HealthCare.gov for individual and family coverage under the Affordable Care Act (ACA). There is no separate Tampa or Florida exchange. Every ACA plan is shopped, compared, and enrolled through that federal platform or a licensed partner connected to it.
The Marketplace is for people without affordable job-based coverage: the self-employed, gig and hospitality workers, early retirees, and people between jobs. Insurers cannot turn you down or charge more for a pre-existing condition, and most enrollees qualify for a premium tax credit.
Florida has historically had the largest Marketplace enrollment of any state, according to CMS Open Enrollment reports. Good health insurance Tampa decisions come down to three things: an honest income estimate, the right network, and comparing before you renew.
2027 dates Tampa shoppers need
Open Enrollment for 2027 health insurance in Tampa runs November 1, 2026 through January 15, 2027. Enroll by December 15, 2026 for coverage that starts January 1, 2027. Enroll between December 16 and January 15 and coverage starts February 1, 2027.
| If you enroll… | Your 2027 coverage starts |
|---|---|
| Nov 1 – Dec 15, 2026 | January 1, 2027 |
| Dec 16, 2026 – Jan 15, 2027 | February 1, 2027 |
| After Jan 15, 2027 | Only with a Special Enrollment Period |
CMS confirmed the January 15 end date for this season, but treat December 15 as your real deadline for a January start. Missed the window? Losing job-based coverage, moving, marriage, or a new baby can open a Special Enrollment Period, usually for 60 days. Full timing details live on our Open Enrollment 2027 page.
What your income means for health insurance Tampa options
Your estimated 2027 household income decides your options. Because Florida did not expand Medicaid, Marketplace subsidies here start at 100% of the federal poverty level (FPL) and stop at 400% FPL, where the subsidy cliff returned after the enhanced credits expired on December 31, 2025.
| Household size | 100% FPL (subsidies start) | 400% FPL (subsidy cliff) |
|---|---|---|
| 1 | $15,960 | $63,840 |
| 2 | $21,640 | $86,560 |
| 3 | $27,320 | $109,280 |
| 4 | $33,000 | $132,000 |
Between those lines, the premium tax credit caps what you pay for the benchmark silver plan at a set share of income: 2.15% under 133% FPL, rising to 10.22% from 300% to 400% FPL for 2027. Silver plans also carry extra cost-sharing reductions at or below 250% FPL. See the full breakdown in our 2027 subsidies guide.
Below 100% FPL? Most non-disabled adults without children cannot get Florida Medicaid at any income, and they earn too little for a Marketplace subsidy. That is the coverage gap. In Tampa, the county plan below is often the answer, and it is worth double-checking your income estimate, since a realistic projection just over 100% FPL can qualify you for subsidized coverage.
Kids under 19 can often get Florida KidCare even when parents do not qualify for Medicaid, and your Marketplace application screens them automatically. Adults with children, pregnant women, and people with disabilities can apply for Medicaid through ACCESS Florida.
The Hillsborough County Health Care Plan
The Hillsborough County Health Care Plan (HCHCP) is a county-run safety net for low-income residents who cannot get other coverage. It is not ACA insurance, but for Tampa adults in the coverage gap it can matter most.
According to the county’s eligibility page, you must live in Hillsborough County, be a U.S. citizen or documented legal resident, have income at or below 175% of the federal poverty guidelines, meet asset limits, and not be eligible for other coverage such as Medicare or Medicaid. There is no cost to eligible members for covered services. You apply online through the county’s ACES portal and then choose a neighborhood clinic as your medical home.
Demand jumped after the enhanced federal subsidies ended. FOX 13 reported in February 2026 that the plan saw about 600 new applicants, roughly a 15% increase, and county officials said they had the capacity to serve more people.
Between 100% and 175% FPL? You may qualify for both a subsidized Marketplace plan and the county plan. Marketplace coverage is full insurance; the county plan uses its own provider network. Compare both.

Tampa hospitals and health insurance networks
The biggest health insurance Tampa mistake is picking a plan by premium alone and then discovering their hospital or specialist is out of network. Before you enroll, look up your doctors, your preferred hospital, and your prescriptions in each plan’s directory.
Tampa General Hospital on Davis Islands is the primary teaching hospital for the USF Health Morsani College of Medicine. Moffitt Cancer Center is a National Cancer Institute-designated Comprehensive Cancer Center based in Tampa. BayCare, AdventHealth, and HCA Florida also run hospitals across Hillsborough County.
Not every Marketplace plan includes every one of these systems, and networks change from year to year. If you are in cancer treatment, managing a chronic condition, or expecting a baby, confirm that your exact facility and doctors are in the 2027 network of the plan you choose.
- HMO or EPO: often a lower premium, but usually no coverage outside the network except emergencies.
- PPO or POS: more flexibility to see out-of-network specialists, typically at a higher premium.
- Out-of-pocket max: for 2027, no ACA plan can make you pay more than $12,000 individual / $24,000 family for in-network covered care.
Carriers and networks vary by county, and official 2027 county plan data was not yet published when we updated this page, so compare every option on HealthCare.gov or with Honesty. See how to choose a health plan.
MacDill families and TRICARE
Tampa is home to MacDill Air Force Base, and its 6th Medical Group reports supporting more than 265,000 eligible beneficiaries, according to the MacDill TRICARE site. If you are eligible for TRICARE, that is usually your coverage.
TRICARE generally counts as minimum essential coverage, and the IRS says you cannot get a premium tax credit for a month in which you are eligible for coverage through a government program like TRICARE. Some TRICARE programs, such as TRICARE Reserve Select and TRICARE Young Adult, are treated differently, so check your exact situation.
The Marketplace becomes relevant when TRICARE ends: separating from service, aging out as a dependent, or divorce. Losing that coverage is a qualifying life event, so shop for health insurance Tampa plans within 60 days instead of waiting for Open Enrollment.
Community clinics and in-person help in Tampa
Need a sliding-fee clinic? Hillsborough County has several federally qualified health centers. Tampa Family Health Centers and Suncoast Community Health Centers both offer primary care with fees based on family size and income. Call ahead to confirm hours and which sites are accepting new patients.
The Florida Department of Health in Hillsborough County (813-307-8000) provides public health services such as screenings and family planning at sites around the county.
Prefer help face to face? Federally funded Navigators give free enrollment help. In Florida, the University of South Florida holds the CMS Navigator award, and its 2026–2027 award summary lists Hillsborough as one of eight Florida counties with in-person Navigator service. Frequently asked questions
Where do I buy health insurance in Tampa?
Tampa residents buy individual and family ACA plans through the federal Marketplace at HealthCare.gov, either directly or with a licensed helper such as Honesty. Florida has no state-run exchange, so subsidies are only available through that federal platform.
What is the Hillsborough County Health Care Plan?
It is a county safety-net program for Hillsborough residents with income at or below 175% of the federal poverty guidelines who meet asset limits and cannot get other coverage such as Medicare or Medicaid. Covered services have no cost to eligible members. It is not ACA insurance.
I earn too little for a subsidy in Tampa. What can I do?
Florida did not expand Medicaid, so adults below 100% of the poverty level often fall into the coverage gap. Check the Hillsborough County Health Care Plan, apply for Medicaid through ACCESS Florida if you have children, a disability, or are pregnant, and screen kids for Florida KidCare.
Can I keep seeing my doctors at Tampa General or Moffitt?
Only if they are in your plan’s network. Networks differ by plan and can change each year, so look up each doctor and facility in the 2027 directory of the exact plan you are considering before you enroll.
Can my family use the Marketplace if we have TRICARE through MacDill?
Usually not with a subsidy. TRICARE generally counts as minimum essential coverage, so you cannot get a premium tax credit while eligible for it. If TRICARE ends, for example after separation, you get a Special Enrollment Period to buy a Marketplace plan.
