Health insurance Panama City: how coverage works in Bay County

Panama City is the county seat of Bay County on the Florida Panhandle. Florida does not run its own exchange, so anyone here who buys an individual or family plan uses HealthCare.gov. Every plan sold there covers the ACA’s essential benefits, and none can turn you down for a pre-existing condition.

When it comes to health insurance, Panama City stands out because of who is doing the shopping. Two military installations, a hurricane recovery that reshaped local jobs, two colleges, and a large tourism economy along the nearby beaches all create people moving in and out of coverage. Each group has its own rules, so start with the section that fits you. For statewide basics, see our Florida health insurance guide.

Tyndall, NSA Panama City and TRICARE

Bay County is home to Tyndall Air Force Base and Naval Support Activity Panama City. Tyndall took a direct hit from Hurricane Michael in 2018, and the Air Force describes the rebuild as its first “Installation of the Future,” with the 325th Fighter Wing transitioning to the F-35A, according to Tyndall AFB. The Navy says NSA Panama City employs more than 4,000 civilian and military personnel (CNRSE).

If you are enrolled in TRICARE Prime, TRICARE Select, or TRICARE For Life, you have qualifying coverage and cannot get Marketplace savings, per TRICARE.mil. The picture changes at the edges of military life:

Your situationWhat to look at
Separating from active duty at TyndallCheck whether you qualify for the Transitional Assistance Management Program; when it ends, losing it opens a Marketplace Special Enrollment Period
Defense contractor or civilian on baseCoverage usually comes through your employer; if it is unaffordable or missing, compare Marketplace plans
Eligible only for a TRICARE plan you must buy (Reserve Select, Retired Reserve, Young Adult)If you don’t buy it, TRICARE says you may still qualify for Marketplace savings
Veteran not enrolled in VA health careYou can shop the Marketplace; see HealthCare.gov for veterans

What Hurricane Michael taught Bay County about coverage

Hurricane Michael made landfall in October 2018, and Bay County was among the first counties approved for FEMA Individual Assistance under disaster DR-4399 (FEMA declaration summary). After a storm like that, families lose more than roofs: jobs disappear, people relocate, and employer plans end with them.

Those changes are exactly what a Special Enrollment Period is for. Losing job-based coverage or moving to a new coverage area generally gives you 60 days to pick a Marketplace plan. If a FEMA-declared emergency kept you from enrolling on time, HealthCare.gov allows a window after the incident period ends.

Before the next storm: Photograph your insurance cards, save your member ID and plan name in your phone, and keep the Marketplace call center number (1-800-318-2596) handy. If you evacuate, your plan still covers emergency care out of the area.

Panama City hospitals and networks

The City of Panama City lists two hospitals with emergency and specialty services: HCA Florida Gulf Coast Hospital on West 23rd Street and Ascension Sacred Heart Bay on North Bonita Avenue (panamacity.gov; HCA Florida Gulf Coast Hospital).

Two hospital systems in one small city means the network question matters. A plan that includes one hospital may not include the other, and specialists often follow their hospital. Before choosing health insurance, Panama City families should search each plan’s provider directory for:

  • The hospital you would actually use, including for childbirth or surgery
  • Your primary care doctor and any specialists you see regularly
  • Your pharmacy and each prescription on the plan’s drug list

Emergency care is covered at any hospital, in or out of network. For everything else, network fit can matter as much as the monthly cost. Our guide on how to choose a health plan walks through it.

Is your plan changing for 2027?

Some Bay County enrollees will have to pick a new plan this fall. Cigna is leaving the Florida Marketplace after December 31, 2026, and Sunshine State Health Plan’s Marketplace products are also being discontinued; details are on our Florida page. If either covers you now, your plan runs through December 31, 2026. Choose a 2027 plan by December 15, 2026 so there is no gap.

Even if your insurer is staying, don’t let your plan renew on autopilot. Insurers proposed a median 15% premium increase for 2027, according to KFF, and networks and drug lists can change each year. Carriers and networks vary by county; compare every option on HealthCare.gov or with Honesty.

Subsidies, the coverage gap and KidCare

The enhanced premium tax credits that ran from 2021 through 2025 expired on December 31, 2025. Subsidies still exist for 2027, but they are smaller, and households above 400% of the federal poverty level get none. Here is the share of income you are expected to pay for the benchmark silver plan in 2027:

Household income (% of poverty level)Expected contribution, 2027
Under 133%2.15%
133–150%3.23% – 4.30%
150–200%4.30% – 6.78%
200–250%6.78% – 8.66%
250–300%8.66% – 10.22%
300–400%10.22%
Over 400%No premium tax credit

The 400% line is $63,840 for one person and $132,000 for a family of four. All 2027 Marketplace plans cap in-network out-of-pocket costs at $12,000 per person and $24,000 per family. See 2027 health insurance subsidies for how the credit is calculated.

Florida has not expanded Medicaid. Marketplace subsidies here start at 100% of poverty ($15,960 for one person), and adults below that with no other route may fall into the coverage gap. Apply for Medicaid through ACCESS Florida. Children under 19 may qualify for Florida KidCare even when parents do not.

College students and young adults

Panama City has Gulf Coast State College and Florida State University Panama City, a branch campus on North Bay. Many students work part time in restaurants and hotels that rarely offer benefits, so they need their own path to health insurance. Panama City students have a few options.

Students can stay on a parent’s plan until age 26. After that, or if a parent’s network doesn’t reach Bay County, a student can apply in their own name and base the subsidy on their own expected 2027 income. Under-30s can also look at Catastrophic plans, which carry high deductibles and no premium tax credit.

Frequently asked questions

Can I buy a Marketplace plan if my spouse is stationed at Tyndall?

You can buy one, but if you are enrolled in TRICARE Prime, TRICARE Select, or TRICARE For Life you will not get premium tax credits. Most active-duty families stay on TRICARE; the Marketplace becomes important when military coverage ends.

Which hospitals are in Panama City?

The city lists HCA Florida Gulf Coast Hospital and Ascension Sacred Heart Bay. Networks differ by plan, so check that the hospital you would use is in network before you enroll.

My Cigna Marketplace plan ends in 2026. What should I do?

Cigna is leaving the Florida Marketplace after December 31, 2026. Your current plan runs through that date. Choose a new 2027 plan during Open Enrollment, ideally by December 15, 2026, so coverage starts January 1, 2027 without a gap.

I lost my job after a storm. Do I have to wait for Open Enrollment?

No. Losing job-based coverage generally opens a 60-day Special Enrollment Period. If a FEMA-declared disaster kept you from enrolling, HealthCare.gov may also give you extra time.

Where can I get free enrollment help in Bay County?
