Health Insurance in Frederick, MD: 2027 Guide for Families

For individual health insurance, Frederick residents enroll through Maryland Health Connection, the state exchange. For 2027, Open Enrollment runs Nov 1, 2026 – Jan 15, 2027, with Dec 31 as the deadline for Jan 1 coverage. Free in-person help in Frederick County comes from AHEC West, and Fort Detrick military families generally use TRICARE instead.

Health insurance Frederick basics for 2027

Frederick sits in Frederick County, and every county resident shops the same statewide exchange. Maryland runs its own marketplace, Maryland Health Connection, so you do not use HealthCare.gov. You can apply online, through the Enroll MHC app, or by calling 1-855-642-8572.

Commuters: where you live decides where you buy

Many Frederick residents work in Montgomery County, Washington, D.C., northern Virginia or Baltimore. That does not change where you buy individual coverage. Marketplace eligibility follows your home address, so a Frederick resident who works in D.C. still enrolls through Maryland Health Connection.

Commuting does change which network fits. If your doctors are near your office rather than near home, look for a plan whose network covers both. Kaiser Permanente, one of four 2027 Maryland carriers, operates in Maryland, Virginia and D.C. CareFirst, UnitedHealthcare (Optimum Choice) and Wellpoint Maryland also sell 2027 plans. Availability varies by county.

If your employer offers coverage, compare it first. For 2027, job-based coverage counts as affordable when your share for employee-only coverage is no more than 10.22% of household income; above that, you may qualify for exchange savings instead.

Fort Detrick families and TRICARE

Frederick is home to Fort Detrick, a U.S. Army installation. Active-duty service members and their families are generally covered by TRICARE, the military health program, not by the Marketplace. Military retirees and some reservists also have TRICARE options.

The exchange matters at transition points. Leaving the service, losing TRICARE eligibility, or a spouse aging out of a parent’s plan can open a 60-day Special Enrollment Period. Civilian employees and contractors usually have job-based options; compare those before shopping on the exchange.

For mixed-status military households, Maryland Health Connection’s immigrant families page lists non-citizen veterans, active-duty members and their spouses among those eligible to buy a private plan.

Frederick Health and network checks

Frederick Health Hospital is the area’s main community hospital, and Frederick Health Medical Group runs primary care and specialty practices across the county. Before choosing health insurance, Frederick patients should confirm that Frederick Health and their own doctors are in-network for 2027 on each plan they are considering.

If you see specialists in Baltimore, Montgomery County or the Washington area, search for them by name too. Networks change every plan year. Our guide on how to choose a health plan explains HMOs, which require in-network care, and PPOs, which do not.

Frederick Health also has a financial assistance program based on household income, assets and size for patients who cannot pay their hospital bills. It covers emergency and medically necessary care, but it is not insurance.

What lowers your cost in Frederick County

Frederick County households can stack federal and state savings, but only through Maryland Health Connection. Here is what applies in 2027.

  • Medicaid for most adults with income up to 138% of the poverty level (about $22,025 for one person), and MCHP for children above Medicaid limits.
  • Federal premium tax credits from 138% to 400% of the poverty level. Above 400%, which is $132,000 for a family of four, there is no federal credit for 2027.
  • Maryland Premium Assistance up to 400% of the poverty level, plus extra help for ages 18 to 37, per Maryland Health Connection.
  • Cost-sharing reductions on silver plans at or below 250% of the poverty level.

Two-income commuter households often land near the 400% line. A small raise can erase the federal credit, and starting with 2026 tax returns there is no cap on repaying excess credit. If you are close, update your income estimate during the year. Our affordable health insurance Maryland hub has the full income tables, and the 2027 subsidies guide explains the math.

The city’s community health center

Frederick has an unusual setup: the federally qualified health center is run by the city itself. HRSA’s health center data lists The City of Frederick Housing and Human Services/FCAA at 100 S. Market Street as a federally qualified health center, along with a school-based health center at Hillcrest Elementary and a mobile unit.

Federally qualified health centers offer primary care on a sliding fee scale based on income. Confirm current hours with HRSA’s Find a Health Center tool. Frederick Health also runs a dental clinic with a sliding fee schedule for uninsured or limited-income residents. Adult dental coverage is not part of standard medical plans, but Maryland Health Connection sells separate dental plans.

The Frederick County Health Department handles public health services. Pregnant residents can apply for Medicaid through local health departments, and pregnant people of any immigration status are eligible under Maryland’s Healthy Babies Program.

Losing Medicaid, turning 26 or turning 65

Three transitions send many Frederick County residents shopping for health insurance. Frederick families should plan for each one before the deadline, not after a gap in coverage.

  • Medicaid renewals. Starting January 1, 2027, Maryland Health Connection says Medicaid members will renew every six months, and some adults must meet new work requirements. If you lose Medicaid, you can move to a private plan with savings without waiting for Open Enrollment.
  • Turning 26. Aging off a parent’s plan opens a Special Enrollment Period. Maryland’s extra state help for ages 18 to 37 makes this a good moment to compare.
  • Turning 65. Medicare, not the exchange, becomes your main coverage. Plan the switch so your exchange plan and its tax credit end when Medicare starts.
